A Nayab Subba is a Level 5 Non-Gazetted First-Class Officer in the Government of Nepal, selected through the Public Service Commission (Lok Sewa Aayog). It plays a key part in administrative, judicial, and foreign affairs functions. It is one of the most competitive and respected entry-level officer positions in the Nepali civil service.

Candidates selected as Nayab Subba can be appointed in various non-technical service areas such as: Judiciary, Administration, Foreign Affairs, Audit, and Parliamentary services.

The selection process for the Nayab Subba position is conducted in two main parts under the Integrated and Unified Examination System:

Part 1: Written Examination

Eligibility Criteria

Academic Qualification

(A) For Civil Service

According to Section 10 of the Civil Service Act, 2049 and Rule 15 of the Civil Service Regulations, 2050, applicants must not be disqualified under the Act and must have obtained the minimum academic qualifications as specified below from a recognized educational institution:

1. Judicial Service, Justice, Law, and Government Attorney Group (न्याय सेवा, न्याय, कानून, सरकारी वकील)

  • Must have passed Proficiency Certificate Level (10+2) or equivalent from a recognized educational institution.

2. Foreign Affairs Service (परराष्ट्र सेवा)

  • Must have passed Proficiency Certificate Level (10+2) or equivalent from a recognized educational institution.

3. General Administration Group (सामान्य प्रशासन समूह)

  • Must have passed Proficiency Certificate Level (10+2) or equivalent from a recognized educational institution.

4. Accounting Group (लेखा समूह)

  • Must have passed 10+2 in Management or Commerce, or with Economics, Public Administration, Mathematics, or Statistics as a core subject

5. Revenue Group (राजस्व समूह)

  • Must have passed 10+2 in Management, Commerce, or Law, or with Economics, Public Administration, Mathematics, or Statistics as a core subject

6. Audit Service (लेखापरीक्षण सेवा)

  • Must have passed 10+2 or equivalent in Management, Business Administration, or Commerce

7. Federal Parliament Service, Administration Group (संघीय संसद सेवा, प्रशासन समूह)

  • Must have passed 10+2 or equivalent in any subject

(B) For National Human Rights Service

1. Assistant First Class – Human Rights Assistant (सहायक प्रथम श्रेणी (मानव अधिकार सहायक))

  • Must have passed Proficiency Certificate Level (10+2) or equivalent from a recognized educational institution.

2. Assistant First Class – Accountant (सहायक प्रथम श्रेणी (लेखापाल))

  • Must have passed 10+2 in Management or Commerce, or with Economics, Public Administration, Mathematics, or Statistics as a core subject from a recognized educational institution.

Age Limit

  1. Applicants must have completed 21 years of age and must not have exceeded 35 years of age as of the application deadline.

  2. For female and differently-abled candidates, the maximum age limit is extended to 40 years.

  3. No age limit applies to permanent civil service employees or those in permanent positions within the National Human Rights Service applying for roles in their respective services.
